As I see it, the helicopter pilot started following the drone while the drone pilot tried to avoid the helicopter. It's like hitting a random person in the street and complaining to the authorities that there is too much violence in the city.
Still, the drone pilot flew it above a large mass of people which in my opinion is really wrong and should be sanctioned. There are so many things that can go wrong with a drone and make it fall on unsuspecting civilians underneath. That scariest thing happens when one motor fails and the other ones try to stabilize the drone by going at full speed, thus transforming the drone in a falling object with rotating knives that will shred anyone below it....
The worst part is that the regular hobbyists will suffer the most because any FAA ban that will be given to those wreckless fliers will affect them as well. Also the FAA will not take into consideration that there are many hobbyists that fly in remote places that actually follow some rules regarding flight safety.
The exact same thing happened in our country too, all drones, airplanes and helis were labeled UAV's and their flight was banned. Again, a large group of hobbyists have to suffer because a random person flew wreckless above a large group of people.
These laws should be given in such a manner that airplanes that fly in remote areas are not included, where usually there are flying fields for RC planes
